Andrzej Przewoźnik was one of the pivotal figures involved in the ENRS project.

Przewoźnik completed his studies in history at the Jagiellonian University. In 1980s he was active in the Solidarity movement. After the fall of communism, he worked for local authorities in Krakow, serving on the council of the Zwierzyniec city district and the Province Office in Krakow. In 1992, aged only 29, he was appointed Secretary General of the Council for the Preservation of Struggle and Martyrdom Sites. He died tragically in a plane crash near Smolensk in 2010, on the way to the commemoration event for the 70th anniversary of the Katyn Massacre.

On 23 August 2016 commemorative plaque in his memory was unveiled on the building of Ministry of Economic Development in Warsaw, Poland, which also houses the offices of the Council for the Preservation of Struggle and Martyrdom Site. The plaque emphasizes Przewoźnik's role in restoration of the Cemetery of the Lviv Eaglets and creation of Polish Wartime Cemeteries in Katyn, Kharkiv and Mednoye.
