On 23 August 1979, the Baltic Appeal was signed and forwarded to the UN Secretary General and foreign state embassies. The memorandum was signed by 38 Lithuanian, 7 Latvian, and 4 Estonian dissidents and the most prominent Russian human rights fighters.
Sent on the 40th anniversary of the Molotov-Ribbentrop pact, the appeal demended public disclosure of the pact and its secret protocols, and restoration of the independence of the Baltic states from the occupation of the Soviet Union.
